So quick question, and maybe it was mentioned in earlier books and I've forgotten, but If a spell has been put on Hogwarts to prevent Apparating or Disapparating while in the grounds, how can House Elves do it with no trouble?

J. K. Rowling actually answered this question years ago when we first met house elves.
What house elves do isn't actually Dis/Apparating, it's "just like it, but not the same thing. Wizards have access to some magic that elves do not, and elves have access to magic that Wizards do not". I've always taken that as something to the effect of "because it's a spell-like ability, and not the spell itself, the counter-magic specifically targeted at the Dis/Apparate spell doesn't affect them".
