As I told Curtis, I actually happened to watch the Committee meeting for the Senate bill on CSPAN, and I've rarely found myself that entertained. The Chairman, Sen. Arlen Specter, was wildly amusing. I think we can credit the "compromise" with the fact that everyone took more time on their lunch break than the Chairman had allotted them, and he spent the rest of the afternoon punishing them for it, to the point they all just wanted to get the thing done instead of debating or stalling.
I was also surprised to discover the amount of power certain Senatorial aides have. Those Senators not present sent an aide, who would hold a thumb up or down when the Senator's vote was called, and the ranking party member for the appropriate party would respond with either "Yes, by proxy" or "No, by proxy".
